COMMON PROCESS FUNCTIONS

Health and human service agencies work with a simplified shared application and intake process based upon mutual business rules that allow multi-benefit program screening, real-time eligibility determinations, and seamless enrollment. Using a universal client registry and decision support tools, health and human service agencies and other partners engage in activities beyond eligibility and enrollment. Such activities include, but are not limited to, integrated case management and innovative relationship management strategies to achieve the desired outcomes.

  • Moving Through the Human Services Value Curve Toolkit is designed to provide a roadmap for improving human service outcomes, value, and legitimacy through the lens of four different business models—regulative, collaborative, integrative, and generative—of the Human Services Value Curve, a framework developed by Harvard’s Technology and Entrepreneurship Center for a Networked World. The field needs frameworks that hold the most potential for building capacity at the individual, community, agency, and partnership levels. These skill-building and capacity-oriented frameworks include those for executive functioning, resilience, and leadership development. The time is ripe to “cross walk” them and explore the ways in which they might, together, comprise a more powerful, holistic approach to individual, organizational, and community development, and progress across populations, settings, and challenges.  
  • Roadmap to Capacity Building in Analytics provides information on how to effectively implement successful analytic initiatives and the organizational capacities that will be needed to support it. Specifically, it addresses the following questions:
    • How does an agency define its data and business needs to achieve its goals?
    • What types of assessments and planning should occur prior to undertaking an analytic project?
    • What are the needed skill sets and types of staff (internal and external) to implement an analytical strategy?
    • What data governance structure and processes should be in place to facilitate collaboration and management cross-programmatic strategies? 
    • How and why is change management critical to embedding data sharing and analytics throughout an agency? In addition, this guidance provides a number of real-world examples of how H/HS agencies have actually achieved cross-enterprise solutions by using analytics to effectively address their business needs.
